The 21-inch wheels would definitely help in keeping the heavy bumps in check.
However, if you do not need to take on some very very tough terrains and prefer taking your bike for casual off-roadings, the Scram becomes a better pick, thanks to its easy flick-ability. The lower weight does help while in city conditions as well as while manoeuvring on off-roading trails.
